  SA 4188. Mr. SCHIFF (for himself and Mr. Bennet) submitted an 
amendment intended to be proposed by him to the bill H.R. 6938, making 
consolidated appropriations for the fiscal year ending September 30, 
2026, and for other purposes; which was ordered to lie on the table; as 
follows:

       At the appropriate place, insert the following:

     SEC. __. PROHIBITION ON USE OF FUNDS TO SUPPORT CERTAIN 
                   ACTIVITIES IN VENEZUELA.

       (a) In General.--No funds made available by this or any 
     other Act may be used for United States military personnel to 
     seize, control access to, operate, or provide security at 
     facilities within Venezuela involved in the extraction, 
     processing, or transportation of oil or other petroleum 
     products.
