  SA 4187. Mr. BUDD submitted an amendment intended to be proposed by 
him to the joint resolution S.J. Res. 98, to direct the removal of 
United States Armed Forces from hostilities within or against Venezuela 
that have not been authorized by Congress; which was ordered to lie on 
the table; as follows:

       In section 2, strike subsection (b) and insert the 
     following:
       (b) Rule of Construction.--Nothing in this section shall be 
     construed to prevent the United States from--
       (1) defending itself from an armed attack or threat of 
     imminent armed attack; or
       (2) conducting Department of Defense sensitive activities 
     (as that term is defined in section 130g(d) of title 10, 
     United States Code).
