  SA 4185. Mr. BENNET (for himself and Mr. Hickenlooper) submitted an 
amendment intended to be proposed by him to the bill H.R. 6938, making 
consolidated appropriations for the fiscal year ending September 30, 
2026, and for other purposes; which was ordered to lie on the table; as 
follows:

        At the appropriate place, insert the following:

     SEC. ____. DEPARTMENT OF ENERGY FUND PRESERVATION.

       Each amount identified by a Disaster Emergency Fund Code of 
     ``Z'' as of September 30, 2025, in the Governmentwide 
     Treasury Account Symbol Adjusted Trial Balance System that 
     was obligated as of that date with a unique award key and a 
     Federal award identification number shall be made available 
     only for the purposes associated with each applicable amount 
     and for the entity with the same recipient identifier to 
     which that amount was made, and the applicable amount shall 
     remain available for obligation for the same period of 
     availability as was originally provided.
