  SA 4180. Mr. MURPHY (for himself and Mr. Van Hollen) submitted an 
amendment intended to be proposed by him to the bill H.R. 6938, making 
consolidated appropriations for the fiscal year ending September 30, 
2026, and for other purposes; which was ordered to lie on the table; as 
follows:

       At the end of title V of division B, add the following:
       Sec. 504.  None of the funds appropriated or otherwise made 
     available by this Act may be obligated or expended to control 
     the flow of oil, the sale of oil, or the flow of proceeds 
     that come from the sale of oil, from Venezuela.
