SA 4176. Ms. CANTWELL submitted an amendment intended to be proposed
by her to the bill H.R. 6938, making consolidated appropriations for
the fiscal year ending September 30, 2026, and for other purposes;
which was ordered to lie on the table; as follows:
At the appropriate place, insert the following:
SEC. ___. INTEREST ON FUNDS PROVIDED TO FEDERAL
COMMUNICATIONS COMMISSION AND DEPARTMENT OF
COMMERCE.
(a) In General.--The Secretary of the Treasury may not
charge interest on funds borrowed by the Federal
Communications Commission (in this section referred to as the
``Commission'') or the Secretary of Commerce under subsection
(c) or (d), respectively, of section 5404 of the
Servicemember Quality of Life Improvement and National
Defense Authorization Act for Fiscal Year 2025 (in this
section referred to as the ``Fiscal Year 2025 NDAA'') (Public
Law 118-159; 138 Stat. 2450).
(b) Return of Interest.--Any interest described in
subsection (a) collected by the Secretary of the Treasury--
(1) from the Commission before the date of enactment of
this Act shall be returned to the Commission for use by the
Commission for the purpose described in, and consistent with,
section 5404(c) of the Fiscal Year 2025 NDAA, as though such
interest had not been paid to the Secretary of Treasury; or

(2) from the Secretary of Commerce before the date of
enactment of this Act shall be returned to the Secretary of
Commerce for use by the Secretary of Commerce for the purpose
described in, and consistent with, section 5404(d) of the
Fiscal Year 2025 NDAA, as though such interest had not been
paid to the Secretary of Treasury.
(c) Unpaid Interest.--The obligation of the Commission or
the Secretary of Commerce to pay any unpaid interest that has
accrued on the funds described in subsection (a) is
terminated.
