  SA 4174. Mr. DURBIN (for himself and Ms. Duckworth) submitted an 
amendment intended to be proposed by him to the bill H.R. 6938, making 
consolidated appropriations for the fiscal year ending September 30, 
2026, and for other purposes; which was ordered to lie on the table; as 
follows:

       On page 144, line 3, strike the period at the end and 
     insert the following: ``Provided further, That of the amounts 
     made available under this heading, not less than $25,000,000 
     shall be used to provide authorized reimbursements for flood 
     and storm damage projects for which there is an executed 
     project partnership agreement, construction has been 
     completed, and the non-Federal interest intends to use the 
     reimbursement for additional water resources development 
     activities.''.
