         HONORING THE LIFE AND LEGACY OF HARVEY FRANCIS COCHRAN

  Mr. FITZPATRICK. Mr. Speaker, I rise today with a heavy heart, yet 
deep gratitude, to honor the life and legacy of Harvey Francis Cochran, 
a remarkable husband, father, grandfather, and friend, whose presence 
brought joy, laughter, and meaning to so many. Harvey passed away 
peacefully on Monday, December 22, 2025, at his home in Warrington, 
surrounded by the family he so deeply loved.
  Born in 1950 to the late Harvey W. Cochran and Frances Cochran 
(Vogt), Harvey was raised in Croydon, Pennsylvania, where the roots of 
his character, hard work, kindness, and a deep appreciation for 
community were firmly planted. From a young age, Harvey possessed a 
gift that would remain with him throughout his life: music. He learned 
to play the piano at just five years old, and what began as a childhood 
talent grew into a lifelong passion. Harvey shared that gift 
generously, teaching others and bringing music into countless homes and 
hearts. Whether playing, listening, or dancing, music was a constant 
source of joy and connection for him.
  Harvey had an extraordinary ability to make people feel at ease. His 
quick wit, warm smile, and unmistakable laugh could light up a room and 
lift spirits without effort. He cherished time spent with family and 
friends, creating memories rooted in humor, conversation, and genuine 
love.
  A man of great dedication, Harvey worked as a welder for nearly 50 
years, providing for his family through decades of honest, skilled 
labor. His work ethic was unwavering, and he took pride in a job well 
done. That same care and patience extended into his personal life, 
particularly in his love of gardening. His Levittown home was 
surrounded by vibrant flowers and thriving vegetables, a reflection of 
the time, effort, and pride he invested in everything he touched.
  Harvey was also a devoted Philadelphia sports fan, especially when it 
came to the Eagles, faithfully watching Sunday games and sharing in the 
highs and lows with those around him. Yet his love of sports went far 
beyond fandom. He valued mentorship and teamwork and gave his time 
generously as a coach. Known affectionately as ``Coach Harv,'' he left 
a lasting impact on countless young people, offering guidance, 
encouragement, and a steady presence on and off the field.
  Above all, Harvey's greatest joy was his family. He shared 54 loving 
years of marriage with his devoted wife, Ann Marie Cochran (McCaughey). 
Together, they built a life rooted in love, resilience, and unwavering 
support. He was a proud and loving father to Kevin Cochran and his wife 
Kirsten, Michelle Cunningham and her husband Jeff, and Brad Cochran and 
his wife Christine, and a deeply devoted grandfather to Jack, Molly, 
Jeffrey, Kaitlyn, Amanda, Cole, and Cali, each of whom brought him 
immense pride and happiness.
  Harvey is also survived by his brother, Michael Cochran and his wife 
Maryanne, and was preceded in death by his parents and his brother, 
Daniel Cochran, whom he carried in his heart always.
  Harvey Francis Cochran's legacy is one of love, laughter, service, 
and generosity. His life reminds us that true impact is measured not 
only by years lived, but by lives touched. He will be deeply missed, 
fondly remembered, and forever cherished by those who knew him. I 
extend my heartfelt condolences to the Cochran family and all who mourn 
his passing, and I honor a life so beautifully lived.
