  SA 4143. Mr. TILLIS submitted an amendment intended to be proposed to 
amendment SA 3951 submitted by Ms. Collins and intended to be proposed 
to the bill H.R. 4016, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the end of title II of division E, insert the following:
       Sec. __.  In awarding funds made available in fiscal year 
     2025 under paragraph (2) of the heading ``Homeless Assistance 
     Grants'', the Secretary shall prioritize the issuance of 
     awards for expiring renewal projects in Tier 1 of the 
     Continuum of Care Priority Listings after the close of the 
     competition prior to making remaining awards.
