  SA 4145. Mr. MURPHY submitted an amendment intended to be proposed by 
him to the bill H.R. 4016, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

        At the appropriate place, insert the following:
       Sec. __.  None of the funds appropriated or otherwise made 
     available by this Act shall be used in a manner that would 
     enable the transfer of a presidential air transport aircraft 
     that has been under foreign registry to a nongovernmental 
     entity.
