  SA 4135. Ms. MURKOWSKI (for herself, Mr. Schatz, Ms. Hirono, and Mr. 
Sullivan) submitted an amendment intended to be proposed to amendment 
SA 3951 submitted by Ms. Collins and intended to be proposed to the 
bill H.R. 4016, making appropriations for the Department of Defense for 
the fiscal year ending September 30, 2026, and for other purposes; 
which was ordered to lie on the table; as follows:

       Beginning on page 623, line 22, strike ``Provided 
     further,'' and all that follows through ``direct 
     administrative costs:'' on page 624, line 2, and insert 
     ``Provided further, That funds made available in the 
     preceding 2 provisos shall not be available for transfer: 
     Provided further, That $44,953,000 shall be for part C of 
     title VI, which shall be awarded on a competitive basis, and 
     may be used for construction, and that the 5 percent 
     limitation in section 6305 of the ESEA on the use of funds 
     for administrative purposes shall apply only to direct 
     administrative costs: Provided further, That funds made 
     available in the preceding proviso shall not be available for 
     transfer:''.
