  SA 4132. Ms. KLOBUCHAR submitted an amendment intended to be proposed 
by her to the bill H.R. 4016, making appropriations for the Department 
of Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:
       Sec. __.  Section 3021(a) of the Omnibus Crime Control and 
     Safe Streets Act of 1968 (34 U.S.C. 10701(a)) is amended--
       (1) by redesignating paragraphs (4) through (10) as 
     paragraphs (5) through (11), respectively; and
       (2) by inserting after paragraph (3) the following:
       ``(4) Providing training and resources for first responders 
     on the use of containment devices to prevent secondary 
     exposure to fentanyl and other potentially lethal substances, 
     and purchasing such containment devices for use by first 
     responders.''.
