  SA 4110. Mr. MARKEY submitted an amendment intended to be proposed by 
him to the bill H.R. 4016, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

                  Corporation for Public Broadcasting

        For payment to the Corporation for Public Broadcasting 
     (referred to in this Act as the ``CPB''), as authorized by 
     the Communications Act of 1934 (47 U.S.C. 151 et seq.), an 
     amount which shall be available within limitations specified 
     by that Act, for fiscal year 2026, $535,000,000:  Provided, 
     That none of the funds made available to the CPB by this Act 
     shall be used to pay for receptions, parties, or similar 
     forms of entertainment for Government officials or employees: 
      Provided further, That none of the funds made available to 
     the CPB by this Act shall be available or used to aid or 
     support any program or activity from which any person is 
     excluded, or is denied benefits, or is discriminated against, 
     on the basis of race, color, national origin, religion, or 
     sex:  Provided further, That none of the funds made available 
     to the CPB by this Act shall be used to apply any political 
     test or qualification in selecting, appointing, promoting, or 
     taking any other personnel action with respect to officers, 
     agents, and employees of the CPB.
       In addition, for the costs associated with replacing and 
     upgrading the public broadcasting interconnection system and 
     other technologies and services that create infrastructure 
     and efficiencies within the public media system, $60,000,000.
