  SA 4091. Mr. DURBIN submitted an amendment intended to be proposed by 
him to the bill H.R. 4016, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title VIII, insert the 
     following:
       Sec. 8__.  It is the sense of Congress that as a matter of 
     law and policy, the United States Government may not engage 
     in extrajudicial killings, murder, or war crimes.
