  SA 4092. Mr. DURBIN submitted an amendment intended to be proposed by 
him to the bill H.R. 4016, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

        At the appropriate place, insert the following:

     SEC. __. PROHIBITION ON FUNDING FOR ACTIVITIES THAT WOULD 
                   VIOLATE THE POSSE COMITATUS ACT OR INFRINGE ON 
                   POWERS RESERVED TO THE STATES.

       None of the funds appropriated or otherwise made available 
     by this Act may be used by the Department of Defense for, or 
     in support of, any activities that would violate the Posse 
     Comitatus Act or infringe on powers reserved to the States 
     under the Constitution of the United States.
