SA 4080. Mrs. GILLIBRAND submitted an amendment intended to be
proposed to amendment SA 3951 submitted by Ms. Collins and intended to
be proposed to the bill H.R. 4016, making appropriations for the
Department of Defense for the fiscal year ending September 30, 2026,
and for other purposes; which was ordered to lie on the table; as
follows:
On page 660, between lines 6 and 7, insert the following:
Corporation for Public Broadcasting
For payment to the Corporation for Public Broadcasting
(referred to in this Act as the ``CPB''), as authorized by
the Communications Act of 1934 (47 U.S.C. 151 et seq.), an
amount which shall be available within limitations specified
by that Act, $371,000,000, of which $18,550,000 shall be for
the administrative expenses of the CPB, $22,260,000 shall be
for purposes described in section 396(k)(3)(A)(i)(II) of such
Act, $220,732,000 shall be for distribution among the
licensees and permittees of public television stations
through fiscal stabilization grants, to maintain programming
and services and preserve small and rural stations threatened
by declines in revenues pursuant to section 396(k)(6)(B) of
such Act as if such funds were distributed pursuant to
section 396(k)(3)(A)(ii)(I) of such Act, $69,458,000 shall be
for distribution among the licensees and permittees of public
radio stations through fiscal stabilization grants, to
maintain programming and services and preserve small and
rural stations threatened by declines in revenues pursuant to
section 396(k)(6)(B) of such Act as if such funds were
distributed pursuant to section 396(k)(3)(A)(iii)(I) of such
Act, and $40,000,000 shall be for the costs associated with
replacing and upgrading the public broadcasting
interconnection system and other technologies and services
that create infrastructure and efficiencies within the public
media system: Provided, That none of the funds made
available to the CPB by this Act shall be available for
national public television programming, for public radio
programming, or for acquiring or producing programming that
is to be distributed nationally and is designed to serve the
needs of a national audience, as described in clauses
(ii)(II), (iii)(II), and (iii)(III), respectively, of section
396(k)(3)(A) of such Act: Provided further, That none of the
funds made available to the CPB by this Act shall be used to
pay for receptions, parties, or similar forms of
entertainment for Government officials or employees:
Provided further, That none of the funds made available to
the CPB by this Act shall be available or used to aid or
support any program or activity from which any person is
excluded, or is denied benefits, or is discriminated against,
on the basis of race, color, national origin, religion, or
sex: Provided further, That none of the funds made available
to the CPB by this Act shall be used to apply any political
test or qualification in selecting, appointing, promoting, or
taking any other personnel action with respect to officers,
agents, and employees of the CPB.
