  SA 4077. Mr. WARNOCK submitted an amendment intended to be proposed 
by him to the bill H.R. 4016, making appropriations for the Department 
of Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place in title VIII, insert the 
     following:
       Sec. 8__.  None of the funds appropriated or otherwise made 
     available by this Act may be used to enable any law 
     enforcement official of the United States Marshals Service,

     the Drug Enforcement Administration, the Bureau of Alcohol, 
     Tobacco, Firearms and Explosives, or the Federal Bureau of 
     Prisons or any other employee of the Department of Justice 
     designated pursuant to the January 22, 2025 Memorandum by 
     Acting Attorney General Bejamine C. Huffman to perform the 
     functions of an immigration officer granted to the Department 
     of Homeland Security under the Immigration and Nationality 
     Act (8 U.S.C. 1101 et seq.).
