  SA 4073. Ms. ALSOBROOKS submitted an amendment intended to be 
proposed to amendment SA 3951 submitted by Ms. Collins and intended to 
be proposed to the bill H.R. 4016, making appropriations for the 
Department of Defense for the fiscal year ending September 30, 2026, 
and for other purposes; which was ordered to lie on the table; as 
follows:

        On page 874, line 22, strike ``program;'' and insert 
     ``program: Provided further, That in accordance with section 
     429 of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 
     11386c), the Secretary shall renew all expiring contracts for 
     leasing, rental assistance, or operating costs for permanent 
     housing if the collaborative applicant for the geographic 
     area certifies that there is a demonstrated need for the 
     project, the project complies with the appropriate standards 
     of housing quality and habitability, and the projects meets 
     the criteria explicitly required under subtitle C of title IV 
     of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 
     11381 et seq.) or its implementing regulations;''.
