  SA 4066. Mr. HICKENLOOPER submitted an amendment intended to be 
proposed to amendment SA 3951 submitted by Ms. Collins and intended to 
be proposed to the bill H.R. 4016, making appropriations for the 
Department of Defense for the fiscal year ending September 30, 2026, 
and for other purposes; which was ordered to lie on the table; as 
follows:

        At the end of title IV of division C, add the following:


    prohibition of use of funds to implement the rescission of the 
                 conservation and landscape health rule

       Sec. 4___. Notwithstanding any other provision of this Act, 
     none of the funds made available under any division of this 
     Act may be used to finalize, issue, or implement the proposed 
     rule of the Bureau of Land Management entitled ``Rescission 
     of Conservation and Landscape Health Rule'' (90 Fed. Reg. 
     43990 (September 11, 2025)) or a substantially similar rule.
