  SA 4060. Ms. ROSEN submitted an amendment intended to be proposed to 
amendment SA 3951 submitted by Ms. Collins and intended to be proposed 
to the bill H.R. 4016, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

        At the appropriate place, insert the following:

     SEC. __. IDENTIFICATION OF CURRENT AND FORMER MEMBERS OF THE 
                   ARMED FORCES POTENTIALLY EXPOSED TO CERTAIN 
                   TOXIC SUBSTANCES.

       (a) In General.--The Secretary of Defense shall establish a 
     process to identify members and former members of the Armed 
     Forces who are or have been stationed at a covered location.
       (b) Covered Location Defined.--In this section, the term 
     ``covered location'' means--
       (1) any facility on the most recent list of facilities 
     covered under the Energy Employees Occupational Illness 
     Compensation Program Act of 2000 (42 U.S.C. 7384 et seq.) 
     published in the Federal Register by the Department of 
     Energy; or
       (2) any location that is data masked or classified by the 
     Department of Defense and where there is or was potential 
     exposure to toxic substances, including from the use of burn 
     pits to dispose of waste.
