  SA 4042. Mr. REED submitted an amendment intended to be proposed by 
him to the bill H.R. 4016, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:
       Sec. __.  Of the amounts made available under section 86001 
     of the Act entitled ``An Act to provide for reconciliation 
     pursuant to title II of H. Con. Res. 14'', approved July 4, 
     2025 (Public Law 119-21; 139 Stat. 356), $40,000,000 are 
     permanently rescinded.
