  SA 4040. Mr. REED submitted an amendment intended to be proposed by 
him to the bill H.R. 4016, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. __. EMPLOYEES FOR NATIONAL OCEANIC AND ATMOSPHERIC 
                   ADMINISTRATION ACTIVITIES.

       Notwithstanding any other provision of law, funds provided 
     to the National Oceanic and Atmospheric Administration by 
     this Act or any other Act for any fiscal year shall be used 
     to maintain not fewer than the number of full-time permanent 
     Federal employees employed on September 30, 2024, for 
     carrying out activities of the National Oceanic and 
     Atmospheric Administration.
