  SA 4039. Mr. REED submitted an amendment intended to be proposed by 
him to the bill H.R. 4016, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:
       Sec. ___.  None of the funds made available by this Act or 
     any other Act may be used to promulgate any rule or policy 
     that eliminates or alters the Demand Letter Program 
     administered by the National Tracing Center at the Bureau of 
     Alcohol, Tobacco, Firearms, and Explosives.
