  SA 4038. Mr. HEINRICH submitted an amendment intended to be proposed 
to amendment SA 3951 submitted by Ms. Collins and intended to be 
proposed to the bill H.R. 4016, making appropriations for the 
Department of Defense for the fiscal year ending September 30, 2026, 
and for other purposes; which was ordered to lie on the table; as 
follows:

       At the appropriate place in division B, insert the 
     following:

     SEC. ___. REPEAL OF SECTION 213.

       (a) Short Title.--This section may be cited as the ``Anti-
     Cash Grab Act''.
       (b) Repeal.--
       (1) In general.--Section 213 of division C of the 
     Continuing Appropriations, Agriculture, Legislative Branch, 
     Military Construction and Veterans Affairs, and Extensions 
     Act, 2026 (Public Law 119-37) is repealed, and section 10 of 
     the Legislative Branch Appropriations Act, 2005 (2 U.S.C. 
     6628) is restored as if such section 213 had not been 
     enacted.
       (2) Effective date.--The amendment made by paragraph (1) 
     shall take effect as if included in the enactment of division 
     C of the Continuing Appropriations, Agriculture, Legislative 
     Branch, Military Construction and Veterans Affairs, and 
     Extensions Act, 2026 (Public Law 119-37).
