  SA 4035. Mr. MERKLEY submitted an amendment intended to be proposed 
by him to the bill H.R. 4016, making appropriations for the Department 
of Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       On page 159, between lines 11 and 12, insert the following:
       Sec. 8176.  None of the funds appropriated or otherwise 
     made available by this Act or by any other Act may be used to 
     directly or indirectly facilitate, support, or effect an 
     arrest or detention of a United States citizen for any crime 
     of which a United States citizen cannot be lawfully 
     convicted.
