  SA 4017. Mr. PADILLA (for himself and Mr. Schiff) submitted an 
amendment intended to be proposed by him to the bill H.R. 4016, making 
appropriations for the Department of Defense for the fiscal year ending 
September 30, 2026, and for other purposes; which was ordered to lie on 
the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. PROHIBITION ON REDUCTIONS IN FORCE AT THE NATIONAL 
                   AERONAUTICS AND SPACE ADMINISTRATION.

       The Administrator of National Aeronautics and Space 
     Administration shall not carry out reductions of force at the 
     National Aeronautics and Space Administration.
