  SA 4021. Mrs. SHAHEEN submitted an amendment intended to be proposed 
by her to the bill H.R. 4016, making appropriations for the Department 
of Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:
       Sec. __.  In accordance with section 111 of the Cranston-
     Gonzalez National Affordable Housing Act (42 U.S.C. 12711), 
     none of the funds made available by this Act or any other 
     appropriations Act may be used to establish any criteria for 
     allocating or denying funds made available under programs 
     administered by the Secretary of Housing and Urban 
     Development based on the adoption, continuation, or 
     discontinuation by a jurisdiction of any public policy, 
     regulation, or law that is (1) adopted, continued, or 
     discontinued in accordance with the jurisdiction's duly 
     established authority, and (2) not in violation of any 
     Federal law.
