  SA 4020. Mrs. SHAHEEN submitted an amendment intended to be proposed 
to amendment SA 3951 submitted by Ms. Collins and intended to be 
proposed to the bill H.R. 4016, making appropriations for the 
Department of Defense for the fiscal year ending September 30, 2026, 
and for other purposes; which was ordered to lie on the table; as 
follows:

        At the end of title IV of division C, add the following:


    prohibition of use of funds to implement certain orders of the 
                       secretary of the interior

       Sec. 4___. Notwithstanding any other provision of this Act, 
     none of the funds made available under any division of this 
     Act or any other Act shall be used--
       (1) to implement section 4(c) of Secretarial Order 3442, 
     issued by the Secretary of the Interior on September 4, 2025 
     (relating to Land and Water Conservation Fund Implementation 
     by the U.S. Department of the Interior); or
       (2) to develop or implement an order of the Secretary of 
     the Interior that imposes limitations on the use of 
     allocations to Federal land management agencies of amounts 
     from the Land and Water Conservation Fund established under 
     section 200302 of title 54, United States Code.
