  SA 4012. Mr. MERKLEY submitted an amendment intended to be proposed 
by him to the bill H.R. 4016, making appropriations for the Department 
of Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:
       Sec. _____.  None of the funds made available by this Act 
     or any other Act may be used to freeze, delay, or cancel 
     funding for programs, including ongoing grants, authorized 
     under chapter 1 of subpart 2 of part A of title IV of the 
     Higher Education Act of 1965 (20 U.S.C. 1070a-11 et seq.). 
     The Secretary of Education shall fully award and disburse all 
     balances made available by this Act and any other Act 
     appropriating funds for fiscal year 2026 for programs 
     authorized under chapter 1 of subpart 2 of part A of title IV 
     of the Higher Education Act of 1965, not later than June 1, 
     2026.
