  SA 4010. Mr. MERKLEY submitted an amendment intended to be proposed 
to amendment SA 3951 submitted by Ms.

Collins and intended to be proposed to the bill H.R. 4016, making 
appropriations for the Department of Defense for the fiscal year ending 
September 30, 2026, and for other purposes; which was ordered to lie on 
the table; as follows:

        At the end of title VIII of division A of the amendment, 
     insert the following:
       Sec. 8__.  Notwithstanding any other provision of law, all 
     amounts made available for the Sentinel Intercontinental 
     Ballistic Missile program under section 20008(a)(1) of the 
     Act entitled ``An Act to provide for reconciliation pursuant 
     to title II of H. Con. Res. 14'', approved July 4, 2025 
     (commonly known as the ``One Big Beautiful Bill Act'') 
     (Public Law 119-21; 139 Stat. 121) and available for 
     obligation as of the date of the enactment of this Act are 
     hereby rescinded.
