  SA 4007. Ms. SMITH submitted an amendment intended to be proposed by 
her to the bill H.R. 4016, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:
       Sec. __.  With respect to amounts made available under this 
     Act under the heading ``Homeless Assistance Grants'' for the 
     continuum of care program authorized under subtitle C of 
     title IV of the McKinney-Vento Homeless Assistance Act (42 
     U.S.C. 11381 et seq.), the Secretary of Housing and Urban 
     Development may not limit the type of project or program 
     component for which a collaborative applicant applies or that 
     is awarded by the Secretary.
