  SA 3986. Mr. GALLEGO submitted an amendment intended to be proposed 
to amendment SA 3951 submitted by Ms. Collins and intended to be 
proposed to the bill H.R. 4016, making appropriations for the 
Department of Defense for the fiscal year ending September 30, 2026, 
and for other purposes; which was ordered to lie on the table; as 
follows:

       At the appropriate place in division A, insert the 
     following:
       Sec. __.  None of the funds appropriated or otherwise made 
     available by this Act may be obligated or expended for the 
     provision of military funeral honors to Ashli Babbitt under 
     section 985 of title 10, United States Code, because she is 
     considered ineligible for such honors. Her illegal actions of 
     participating in the January 6, 2021 insurrection, including 
     crawling through a broken window of a barricaded door leading 
     to the House Speaker's Lobby, disqualify her from such 
     honors.
