  SA 3974. Mr. LEE submitted an amendment intended to be proposed to 
amendment SA 3951 submitted by Ms. Collins and intended to be proposed 
to the bill H.R. 4016, making appropriations for the Department of 
Defense for the fiscal year ending September 30, 2026, and for other 
purposes; which was ordered to lie on the table; as follows:

        At the appropriate place, insert the following:
       Sec. __.  Any funds received by the National Guard Bureau 
     from a State, the Commonwealth of Puerto Rico, the District 
     of Columbia, Guam, or the Virgin Islands as reimbursement for 
     funds appropriated by this Act and expended for the use of 
     military property--
       (1) shall be credited to--
       (A) the appropriation, fund, or account used in incurring 
     the obligation; or
       (B) an appropriate appropriation, fund, or account 
     currently available for the purposes for which the 
     expenditures were made; and
       (2) may only be used by the Department of Defense for the 
     repair, maintenance, or other similar functions related 
     directly to assets used by National Guard units while 
     operating under State active duty status.
