  SA 3961. Mr. THUNE proposed an amendment to the bill S. 1071, to 
require the Secretary of Veterans Affairs to disinter the remains of 
Fernando V. Cota from Fort Sam Houston National Cemetery, Texas, and 
for other purposes; as follows:

       At the end add the following.
       ``This Act shall take effect 1 day after the date of 
     enactment.''
