                            VOTE EXPLANATION

  Mr. VAN HOLLEN. Mr. President, yesterday evening, I missed rollcall 
vote No. 583, the motion to invoke cloture on the nomination of Stephen 
Chad Meredith to be U.S. District Judge for the Eastern District of 
Kentucky. Had I been present, I would have voted no.
  Yesterday evening, I missed rollcall vote No. 584, confirmation of 
the nomination of William W. Mercer to be U.S. District Judge for the 
District of Montana. Had I been present, I would have voted no.
