                      HONORING COMMANDER DOUG HIGH

  Mr. BARR. Mr. Speaker, I rise to honor a very special patriot, 
Commander Doug High of Lexington, Kentucky. After twenty-three years of 
service, he retired from the U.S. Navy Reserves on October 1, 2025.
  Commander High is originally from Cincinnati and Mansfield, Ohio. He 
earned a Bachelor of Arts in History/Political Science from Otterbein 
University. He and his wife Lyssa have lived in Lexington since 1999. 
They have two sons, Jackson and Harrison.
  With no prior military experience, High requested and was granted a 
Direct Commission as a U.S. Navy Reserve Public Affairs Officer 
following the terrorist attacks on our Nation on September 11, 2001. He 
was commissioned as an Ensign in April 2002. He has served in numerous 
Navy Public Affairs Reserve units in his career, including the Navy 
Media Center, Washington, D.C. and the Sixth Fleet Public Affairs in 
Naples, Italy. In 2009 and again in 2010, Commander High was deployed 
for the Africa Partnership Station missions. He was recalled to active 
duty and deployed to Kabul, Afghanistan in 2017 as part of NATO's 
Resolute Support Mission. For his service in Afghanistan while under 
fire, he was awarded the Defense Meritorious Service Medal, NATO 
Service Medal, and Afghanistan Campaign Medal.
  Many of Commander High's other missions throughout his Navy career 
involve conducting media training for Navy Leadership and Navy Mass 
Communication Specialists. These trainings have occurred on many 
overseas bases as well as stateside. He has also produced several video 
programs for the Navy. Commander High has been decorated with the 
Meritorious Service Medal (twice), the Navy Commendation Medal, and the 
Navy Achievement Medal (5 awards).
  In civilian life, Doug High has served for the past 16 years as a 
News Anchor for WTVQ-TV ABC 36 in Lexington. He is an EMMY Award 
winning documentary film producer/director and has four additional EMMY 
nominations. For four years, he served as Executive Director of the 
Kentucky Historical Society.
  It is my honor to recognize, before the House of Representatives, the 
dedicated and patriotic service of Commander (Retired) Doug High during 
his outstanding military career. His service to our country is greatly 
appreciated.
