   HONORING CHERYL COLLIER AS ONE OF CALIFORNIA'S 8TH CONGRESSIONAL 
                      DISTRICT'S WOMEN OF THE YEAR

  Mr. GARAMENDI. Mr. Speaker, I rise today to recognize Cheryl Collier 
as she is honored as one of California's 8th Congressional District's 
Women of the Year for her dedication to the community and her civic 
engagement in West Contra Costa County. Cheryl's tireless work to 
uplift her neighbors and expand participation in democracy has 
strengthened the very fabric of her community. A lifelong Californian 
and proud resident of Richmond, Cheryl graduated from Berkeley High 
School and earned her associate degree from Contra Costa College. Over 
the years, she has served her community in countless ways, working in 
education, retail, and property management, leading her neighborhood 
council, and doing outreach to those experiencing homelessness. 
Although she has ``retired'' several times, Cheryl continues to devote 
her time and heart to helping others. Her deep belief that ``if you 
don't vote, you're giving away a fundamental right that affects every 
part of your life'' inspires her work encouraging others to register 
and participate in elections. Cheryl is especially proud of the 
diversity and strength of the communities she serves. She works to 
uplift younger generations, believing mentorship and inclusion are 
vital to sustaining progress. In addition to her civic work,

Cheryl remains active in her faith community at St. John's Missionary 
Baptist Church, and treasures time with her two daughters, three 
grandchildren, and three great-grandchildren. She exemplifies the 
spirit of commitment that keeps our communities strong and our 
democracy vibrant. On behalf of the people of California's 8th 
Congressional District, it is my pleasure to honor and recognize Cheryl 
Collier for her invaluable contributions to our community.
