to recognize Brigadier General Donna R. Williams, Retired, who has been 
    named the 2025 Honorary Chairperson of the local chapter of the 
  National Alliance on Mental Illness.Brigadier General Williams was 
selected for this honor in recognition of her longstanding community 
involvement and her distinguished service to our Nation. She served 
honorably for over 31 years in the United States Army, culminating her 
career as the Deputy Commanding General (Support) of the 412th Theater 
Engineer Command, located in Vicksburg, Mississippi.
  A native of Vicksburg, Brigadier General Williams graduated from 
Vicksburg High School in 1982. She went on to earn her commission in 
1986 through the Senior Amy ROTC Early Commissioning Program at Jackson 
State University, where she also earned a Bachelor of Science degree in 
Computer Science.
  Beyond her military career, Brigadier General Williams continues to 
contribute to her community. She is an active member of the Vicksburg 
Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated, the 
Vicksburg Branch of the NAACP, and Kappa Epsilon Psi Military Sorority. 
She is also a lifetime member of the United States Army ROTC Hall of 
Fame.
  Mr. Speaker, I ask my colleagues to join me in celebrating the 
accomplishments of Brigadier General Donna R. Williams, Retired, and 
congratulating her on being named the 2025 Honorary Chairperson of the 
National Alliance on Mental Illness local chapter. Her career of 
service and dedication to community uplift exemplify the best of 
Mississippi and our Nation.
