  SA 3932. Mr. KENNEDY submitted an amendment intended to be proposed 
by him to the bill S. 3012, to appropriate funds for pay and allowances 
of excepted Federal employees for periods of work performed during a 
lapse in appropriations, and for other purposes; which was ordered to 
lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. REAUTHORIZATION OF NATIONAL FLOOD INSURANCE 
                   PROGRAM.

       (a) Financing.--Section 1309(a) of the National Flood 
     Insurance Act of 1968 (42 U.S.C. 4016(a)) is amended by 
     striking ``September 30, 2023'' and inserting ``September 30, 
     2026''.
       (b) Program Expiration.--Section 1319 of the National Flood 
     Insurance Act of 1968 (42 U.S.C. 4026) is amended by striking 
     ``September 30, 2023'' and inserting ``September 30, 2026''.
       (c) Retroactive Effective Date.--The amendments made by 
     subsections (a) and (b) shall take effect as if enacted on 
     September 30, 2025.
