  SA 3876. Ms. CANTWELL submitted an amendment intended to be proposed 
by her to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. SPECTRUM AUCTIONS.

       Section 40002(b)(2) of the Act entitled ``An Act to provide 
     for reconciliation pursuant to title II of H. Con. Res. 14'', 
     approved July 3, 2025 (Public Law 119-21), is amended by 
     striking ``, including by completing a system of competitive 
     bidding not later than 2 years after the date of enactment of 
     this Act for not less than 100 megahertz in the band between 
     3.98 gigahertz and 4.2 gigahertz''.
