  SA 3878. Ms. CANTWELL submitted an amendment intended to be proposed 
by her to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the appropriate place, insert the following:

     SEC. ___. CERTIFICATION RELATING TO REALLOCATED FREQUENCIES.

       Section 40002(c)(3) of the Act entitled ``An Act to provide 
     for reconciliation pursuant to title II of H. Con. Res. 14'', 
     approved July 3, 2025 (Public Law 119-21; 139 Stat. 130), is 
     amended by adding at the end the following:
       ``(C) Certification.--In conducting the analysis under 
     subparagraph (A), the Assistant Secretary shall certify that 
     reallocation of any specific frequencies identified for 
     commercial use would not negatively impact the primary 
     mission of the Federal Aviation Administration.''.
