  SA 3855. Mr. MERKLEY submitted an amendment intended to be proposed 
by him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of subtitle D of title XII, add the following:

     SEC. 1248. ESTABLISHMENT OF INNER MONGOLIA TEAM IN UNITED 
                   STATES EMBASSY IN BEIJING, CHINA.

       (a) In General.--
       (1) In general.--The Secretary of State should consider 
     establishing an Inner Mongolian team within the United States 
     Embassy in Beijing, People's Republic of China, to follow 
     political, economic, and social developments in the Inner 
     Mongolia Autonomous Region and other areas designated by the 
     People's Republic of China as autonomous for Mongolians, with 
     due consideration given to hiring Southern Mongolians as 
     locally employed staff.
       (2) Responsibilities.--The team devoted to Inner Mongolia 
     issues should be responsible for--
       (A) reporting on internationally recognized human rights 
     issues;
       (B) monitoring developments in critical minerals mining, 
     environmental degradation, and People's Republic of China 
     space capabilities; and
       (C) monitoring access to areas designated as autonomous for 
     Mongolians by United States Government officials, 
     journalists, nongovernmental organizations, and the Southern 
     Mongolian diaspora.
       (3) Language requirements.--The Secretary of State should 
     ensure that--
       (A) the Department of State has sufficient proficiency in 
     the Mongolian language in order to carry out the 
     responsibilities described in paragraph (1); and
       (B) the United States Embassy in Beijing, China, has 
     sufficient resources to hire locally employed staff who are 
     proficient in the Mongolian language, as appropriate.
       (b) Report.--Not later than 180 days after the date of the 
     enactment of this Act, the Secretary of State shall submit a 
     report to the Committee on Foreign Relations of the Senate 
     and the Committee on Foreign Affairs of the House of 
     Representatives regarding the implementation of the staffing 
     recommendations described in subsection (a).
