  SA 3851. Mr. GRAHAM submitted an amendment intended to be proposed to 
amendment SA 3748 proposed by Mr. Wicker (for himself and Mr. Reed) to 
the bill S. 2296, to authorize appropriations for fiscal year 2026 for 
military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

        At the end of subtitle C of title VII, add the following:

     SEC. 724. BRIEFING ON TREATMENT OPTIONS FOR MILD OBSTRUCTIVE 
                   SLEEP APNEA UNDER THE TRICARE PROGRAM.

       (a) In General.--Not later than December 15, 2025, the 
     Director of the Defense Health Agency shall brief the 
     Committees on Armed Services of the Senate and the House of 
     Representatives on the treatment options for mild obstructive 
     sleep apnea covered by the TRICARE program, including an 
     explanation of how the Defense Health Agency would evaluate 
     emerging sleep apnea treatments for future coverage under the 
     TRICARE program.
       (b) TRICARE Program Defined.--In this section, the term 
     ``TRICARE program'' has the meaning given that term in 
     section 1072(7) of title 10, United States Code.
