  SA 3824. Mr. BUDD submitted an amendment intended to be proposed to 
amendment SA 3748 proposed by Mr. Wicker (for himself and Mr. Reed) to 
the bill S. 2296, to authorize appropriations for fiscal year 2026 for 
military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       In section 136 of title I of division A, strike subsection 
     (a) and insert the following:
       (a) In General.--Section 9062(l)(1) of title 10, United 
     States Code, is amended by striking ``During'' and all that 
     follows through ``retire more than 68 F-15E aircraft;'' and 
     inserting ``The Secretary of the Air Force may not--
       ``(A)(i) retire any F-15E aircraft during the period 
     beginning on the date of the enactment of the National 
     Defense Authorization Act for Fiscal Year 2026 and ending on 
     September 30, 2026; and
       ``(ii) retire more than 54 F-15E aircraft beginning on 
     October 1, 2026, of which the Secretary may not retire more 
     than 24 during the period beginning on October 1, 2026 and 
     ending on September 30, 2027;''.
