  SA 3817. Mr. SHEEHY submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

        At the end of subtitle F of title X, add the following:

     SEC. ___. CONTINUED OPERATION OF CERTAIN AIRPORTS.

       Notwithstanding any other provision of law, any agreement 
     or consent decree, any real property conveyed by the United 
     States pursuant to the Surplus Property Act of 1944 (Public 
     Law 78-457; 58 Stat. 765) for use as an airport shall be 
     deemed a defense asset and shall remain in operation as a 
     public airport, and may not be permanently closed, disposed 
     of, or converted to a non-airport use except as specifically 
     authorized by an Act of Congress. The Secretary of 
     Transportation and the Administrator of the Federal Aviation 
     Administration shall ensure compliance with this section.
