  SA 3669. Mr. WARNER submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       At the end of the subtitle D of title VIII, add the 
     following:

     SEC. 849B. BRIEFING ON SUBMARINE INDUSTRIAL BASE.

       (a) In General.--Not later than 180 days after the date of 
     the enactment of this Act, the Secretary of Defense and the 
     Director of the Office of Management and Budget shall provide 
     to the Committees on Armed Services of the Senate and the 
     House of Representatives a briefing regarding the submarine 
     industrial base.
       (b) Elements.--The briefing required under subsection (a) 
     shall include a description of--
       (1) efforts, both planned and underway, to invest in 
     workforce recruitment and retention, including the 
     modification of nuclear shipbuilding contracts;
       (2) commitments from industry partners to implement wage 
     increases for trade and non-executive workforce, targeted to 
     maximize retention and recruitment;
       (3) commitments from industry partners to make specific 
     capital investments at their shipyards; and
       (4) accountability and transparency requirements sought by 
     the Department of Defense and the Office of Management and 
     Budget related to any such agreements with industrial base 
     suppliers.
