  SA 3653. Mr. CRUZ submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       In section 1504, striking subsection (b) and insert the 
     following:
       (b) Notice and Briefing.--
       (1) In general.--Not later than 30 days after the date on 
     which the assessment guide required by subsection (a) is 
     published, the Secretary shall--
       (A) notify the appropriate committees of Congress of such 
     publication; and
       (B) provide the appropriate committees of Congress with a 
     briefing on the contents of the assessment guide.
       (2) Appropriate committees of congress defined.--In this 
     subsection, the term ``appropriate committees of Congress'' 
     means--
       (A) the Committee on Armed Services, the Committee on 
     Appropriations, and the Committee on Commerce, Science, and 
     Transportation of the Senate; and
       (B) the Committee on Armed Services, the Committee on 
     Appropriations, and the Committee on Science, Space, and 
     Technology of the House of Representatives.
