  SA 3656. Mr. CRUZ submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       In section 842(d)(2), strike subparagraph (B) and insert 
     the following:
       (B) Congress.--Not later than 30 days after receipt of the 
     report described in subparagraph (A), the Secretary of 
     Defense shall submit the report, along with any comments of 
     the Secretary, to the appropriate congressional committees.
       (C) Appropriate congressional committees.--In this 
     paragraph, the term ``appropriate congressional committees'' 
     means--
       (i) the Committee on Armed Services and the Committee on 
     Commerce, Science, and Transportation of the Senate; and
       (ii) the Committee on Armed Services and the Committee on 
     Transportation and Infrastructure of the House of 
     Representatives.
