  SA 3654. Mr. CRUZ submitted an amendment intended to be proposed by 
him to the bill S. 2296, to authorize appropriations for fiscal year 
2026 for military activities of the Department of Defense, for military 
construction, and for defense activities of the Department of Energy, 
to prescribe military personnel strengths for such fiscal year, and for 
other purposes; which was ordered to lie on the table; as follows:

       In section 1502, strike subsections (c) and (d) and insert 
     the following:
       (c) Consultation.--The study required by subsection (a) 
     shall be conducted in consultation with the Administrator of 
     National Aeronautics and Space Administration and relevant 
     stakeholders, including commercial space industry 
     representatives, environmental agencies, and local 
     governments.
       (d) Report.--
       (1) In general.--Not later than March 31, 2026, the 
     Secretary of Defense shall submit to the Committee on Armed 
     Services and the Committee on Commerce, Science, and 
     Transportation of the Senate and the Committee on Armed 
     Services and the Committee on Science, Space, and Technology 
     of the House of Representatives a report on the findings of 
     the study required by subsection (a).
       (2) Elements.--The report required by paragraph (1) shall 
     include the following:
       (A) Recommendations on the future use of heavy and super 
     heavy space launch sites at Cape Canaveral Space Force 
     Station, Vandenberg Space Force Base, and alternate 
     locations.
       (B) A summary of findings and recommendations on the 
     continued use of Cape Canaveral Space Force Station and 
     Vandenberg Space Force Base for heavy and super heavy space 
     launches.
       (C) A detailed analysis of alternate launch sites, 
     including strategic, operational, and financial 
     considerations.
       (D) Policy recommendations for addressing infrastructure 
     needs, environmental concerns, and regulatory challenges for 
     heavy and super heavy space launch operations.
       (E) A summary of stakeholder input and any proposed 
     legislative or regulatory changes based on the findings of 
     the study.
