  SA 3588. Mr. SANDERS (for Mr. Welch) submitted an amendment intended 
to be proposed by Mr. Sanders to the bill S. 2296, to authorize 
appropriations for fiscal year 2026 for military activities of the 
Department of Defense, for military construction, and for defense 
activities of the Department of Energy, to prescribe military personnel 
strengths for such fiscal year, and for other purposes; which was 
ordered to lie on the table; as follows:

       At the end of subtitle D of title X, add the following:

     SEC. 1038. PROHIBITION AGAINST COSTLY USE OF GUANTANAMO BAY 
                   NAVAL BASE FOR IMMIGRATION TRANSFERS.

       None of the funds authorized to be appropriated by this Act 
     or otherwise made available for fiscal year 2026 for the 
     Department of Defense may be obligated or expended to 
     transfer or support the transfer of any person from the 
     United States to United States Naval Station, Guantanamo Bay, 
     Cuba, for the purpose of detention, imprisonment, or removal 
     from the United States.
