  SA 3589. Mr. SANDERS (for Mr. Welch) submitted an amendment intended 
to be proposed by Mr. Sanders to the bill S. 2296, to authorize 
appropriations for fiscal year 2026 for military activities of the 
Department of Defense, for military construction, and for defense 
activities of the Department of Energy, to prescribe military personnel 
strengths for such fiscal year, and for other purposes; which was 
ordered to lie on the table; as follows:

       At the end of subtitle D of title X, add the following:

     SEC. 1038. LIMITATION ON EMPLOYMENT OR FINANCIAL ENGAGEMENT 
                   OF PERSONS CONVICTED OF FELONIOUS ASSAULT ON 
                   LAW ENFORCEMENT OFFICERS.

       Any person who has been convicted and sentenced to a term 
     of imprisonment or probation by a court of the United States 
     for felonious assault on a law enforcement officer shall be 
     ineligible for employment or other financial engagement with 
     the Department of Defense, Department of Defense components, 
     or entities operating on their behalf, and shall be denied 
     access to any properties of the Defense Department and 
     Department of Defense components.
